Main announcements
Here are the main announcements concerning the government's support to the tourism sector.
- The solidarity fund will remain open for companies in the sector until the end of 2020 and will be extended to companies with a turnover of up to 2 million and up to 20 employees. The aid will be up to 10,000 €.
- The Season Guaranteed Loan will be introduced for the sector. Its conditions will be more favorable than the PGE (Prêt Garantie par l'Etat). The ceiling is 25% for the PGE while for the Season Guaranteed Loan it will be the best 3 months of the previous year.
- The envelope of tourism loans will increase from 250 M€ to 1 Mds €.
- The banks have committed to offering SMEs a deferral of their loan repayments over 12 months instead of 6 months.
- Employers' social security contributions between March and June will be exempted and will remain so as long as the sector remains closed.
- A contribution credit will be granted to companies to support the recovery and will be deducted from all contributions due, representing more than €2 billion in aid to the sector.
- Partial unemployment: the current conditions will be maintained at least until September 2020. Beyond that, partial activity will remain open to them if their activity only gradually resumes, under conditions that will be reviewed if necessary.
- An investment plan of €1.3 billion supported by BPI France and the Caisse des Dépôts will accompany the measures presented. It will generate private investment to reach a total of €7 billion.
- A support offer will be proposed and will allow more than 2000 companies to benefit from it.
- Within the framework of the rectifying finance law, local authorities will be able to provide for reductions in tourist taxes and the reduction of 2/3 of property taxes, which the State will finance at 50%.
- "We are going to support the demand and we are going to double the ceiling of use of the restaurant tickets" Edouard Philippe also announced.
- "If I add up the commitments, it represents more than €18 billion, it is unprecedented.
- "We must focus on reopening the sector. The question that occupies everyone is that of the summer vacations"
- For cafes and restaurants, the date of reopening will be set during May 25, an opening on June 2 could be considered for the departments in green.
- Regarding the vacations "we favor a reasonable assumption in France in July and August in metropolitan and overseas."
Another announcement: in the coming days a plan will be put in place for social tourism and will be presented quickly.
- This plan presented today is "massive, interdepartmental, fair and comprehensive and must allow us to prepare for the future."
- Edouard Philippe gave an appointment to the French and the actors of this sector at the end of May 2020.
