Target:
- Autonomous regional enterprises in the sense of European regulations, any status - self-employed, legal entities (companies, associations, cooperatives) developing an economic activity, with up to 20 employees, any sector of activity (including the regulated liberal professions). Excluding agricultural companies directly treated by the regional agricultural fund endowed with 5M euros and operated in conjunction with the regional Chamber of Agriculture.
- Encountering conjunctural difficulties linked to the impact of the coronavirus, notably in cash flow tension and/or wishing to implement an investment project aiming at limiting the economic impact of the coronavirus (purchase of protection and prevention material, change of supply chain).
Elements of analysis: reality of the impact of the crisis (a drop in activity of at least 30% and/or cash flow needs impacting the viability of the company), state of health of the company and measure of the activity before the crisis and capacity of rebound, a principle of subsidiarity, in complement of the other devices operated by the State and the territorial authorities allowing an intervention "of last resort"
Assistance
- Loan to the company without personal guarantee, at zero interest and with a maximum 18-month grace period. There is no mandatory counterparty but it is possible. Duration of 5 years maximum
- Loan between 3 000 and 10 000 €, determined according to the needs of the company
Operational partnership:
- Initiative Provence-Alpes-Côte d'Azur operates the scheme.
- With Initiative, the consular networks, CCI, CMAR, CRESS and the partners of "Mon projet d'entreprise" - France active, Boutique de gestion, IRCE, ADIE, URSCOP, URCE - identify the companies, inform them, help them to set up the request and formulate an opinion.
- The services of the Metropolises/EPCI/Departments/Communes partners can at their convenience participate in this deployment by informing and assisting the companies to set up a file.
Process :
- A dematerialized application platform allowing companies to apply on their own or with the assistance of one of the partners who will be able to issue an opinion on the application and guarantee the monitoring of consumption and territorial distribution in real time
- A simplified file allowing an easier submission and an accelerated instruction via the platform
- Holding of Initiative approval committees several times a week in each platform territory, organized in a dematerialized way allowing to associate operational partners (or in physical form if needed subject to end of confinement).
- Signing of loan contracts in electronic format (or in person for companies that wish to do so, subject to the end of the lock-up period)
- Disbursement by Initiative at the level of the territories from a dedicated account allowing a traceability of the flows.
Pending the availability of funds, a dedicated web page https://ttpe.initiative-sud.com/ with a contact form to register the first applications had been published.

The funds will be available from the end of April 2020.
